Minutes of November 2018 Meeting

  • Meeting called to order at 7:00 pm by Mayor Patrick Bates on Monday Nov. 19th.
  • Roll call by clerk Connie Duke, all council members present.
  • Mayor asked for any Public Comments, there were none.
  • Approval of minutes from October meeting. Motion to approve by Donald Gunter, second by Jimbo Quick. Passed 6-0.
  • Mayor presented information on requesting and opinion from the Attorney General on annexation of roads.
  • Mayor asked for permission to contact the Attorney General’s office regarding road annexation. Motion by Jimbo Quick and second by Bud Reed. Passed 6-0.
  • Mayor asked for motion to deny original annexation of Lovelady Farm tabled at previous meeting due to need for spouse’s signatures. Motion by Jimbo Quick, second by Bud Reed.
  • Mayor asked for roll call vote, Mayor Bates – abstain, Donald Gunter – Yes, Jimbo Quick – Yes, Matthew Blair – Yes, Don Bates – abstain, Bud Reed – Yes. Passed 4-0.
  • Mayor presented new petition with signatures of 4 owners and 3 spouses. 1 is unmarried. This will be approximately 190 acres and requires an ordinance.
  • Mayor presented information and asked for a motion to suspend the rule of waiting till second meeting for vote. Motion by Jimbo Quick, second by Matthew Blair.
  • Mayor asked for a roll call vote, Mayor Bates – abstain, Donald Gunter – Yes, Jimbo Quick – Yes, Matthew Blair – Yes, Don Bates – abstain, Bud Reed – Yes. Passed 4-0.
  • Mayor asked for motion to accept second petition for annexation of the Lovelady property. Motion by Jimbo Quick, second by Matthew Blair.
  • Mayor asked for a roll call vote. Mayor Bates – abstain, Donald Gunter – Yes, Jimbo Quick – Yes, Matthew Blair – Yes, Don Bates – abstain, Bud Reed – Yes. Passed 4 -0.
  • Mayor presented annexation petition of Linda and John Lovelady property, house and approximately 3 to 4 acres.
  • Mayor asked for motion to suspend rule of waiting to vote at next meeting. Motion by Donald Gunter, second by Bud Reed.
  • Mayor asked for roll call vote. Mayor Bates – Yes, Donald Gunter – Yes, Jimbo Quick – Yes, Matthew Blair – Yes, Don Bates – Yes, Bud Reed – Yes. Passed 6-0.
  • Mayor asked for motion on annexation of Lovelady house and property. Motion by Jimbo Quick, second by Bud Reed.
  • Mayor asked for roll call vote. Mayor Bates – Yes, Donald Gunter – Yes, Jimbo Quick – Yes, Matthew Blair – Yes, Don Bates – Yes, Bud Reed – Yes. Passed 6-0.
  • Mayor presented information on Workers Compensation Fund and discussed Safety Officer.
  • Mayor asked for motion to join Workers Compensation. Motion by Donald Gunter, second by Bud Reed. Passed 6-0.
  • Mayor presented updated information on street lighting at the intersection of US Hwy 278 and County Road 747. Cost will be approximately $60.00 per month.
    Motion by Donald Gunter, second by Matthew Blair to continue with street lighting. Passed 6-0.
  • Mayor presented information on Open days and work days for Clerk for December. Our agreement with Berlin Community Center states all Mondays unless they are a holiday. With respect for the Community Center and possible conflict with their opportunity to rent building, Mayor asked for motion to close on Christmas Eve and New Years Eve. Both are on a Monday.
    Motion by Jimbo Quick, second by Bud Reed. Passed 6-0.
  • Mayor presented information about January 21, 2019 Council Meeting. That is a Federal holiday. Asked for Motion to move Council Meeting to January 28, 2019. Motion by Bud Reed, second by Matthew Blair. Passed 6-0.
  • Mayor asked for approval to pay November invoices and payroll. Motion by Donald Gunter, second by Bud Reed. Passed 6 -0.Mayor asked if any other business. There was none.
  • Motion to adjourn by Donald Gunter, second by Bud Reed. Passed 6-0.
