MINUTES OF THE BERLIN TOWN COUNCIL
REGULAR MEETING
MONDAY, NOVEMBER 17, 2025 – 7:00 P.M.

The Town Council of the Town of Berlin met in Regular Session on this date and time following publication and posting pursuant to Alabama law.
Meeting called to order by Mayor Patrick Bates on Monday, November 17, 2025, at 7:00 P.M. at the Berlin Town Hall.
Invocation – Councilman Donald Gunter.

Public Comments – There were none.
- Councilman Keith Hardman made motion to approve the Minutes from the October 20, 2025, Regular Council Meeting and November 03, 2025, Organizational Meeting. Second made by Councilman Donald Gunter. Approved 6-0.
- Councilman Keith Hardman made motion to approve Resolution # 2025-018 – A Resolution for Appointment of Town Attorney. Second made by Councilman Donald Gunter. Roll-Call Vote: Mayor Patrick Bates-Yes, Councilman Donald Gunter-Yes, Steve Clark-Yes, Councilwoman Edith Stevenson-Yes, Councilman Don Bates-Yes, Councilman Keith Hardman-Yes. Approved 6-0.
- Council discussed Rebuild Alabama project bid opening. Councilman Don Bates made a motion to conditionally approve Rebuild Alabama Project – Mt. Carmel Drive Roadway Improvements to the lowest responsible bidder, Rogers Group in the amount of $267,500 pending further legal review. He further moved to approve a change order in the amount of $57,500 for paving the Farmers Market parking lot. Second made by Councilman Donald Gunter. Roll-Call Vote: Mayor Patrick Bates-Yes, Councilman Donald Gunter-Yes, Steve Clark-Yes, Councilwoman Edith Stevenson-Yes, Councilman Don Bates-Yes, Councilman Keith Hardman-Yes. Approved 6-0.
- Councilman Keith Hardman made motion to approve Franchise Agreement with Spectrum in the amount of $1,000 for the term of 20 years. Second made by Councilman Donald Gunter. Roll-Call Vote: Mayor Patrick Bates-Yes, Councilman Donald Gunter-Yes, Steve Clark-Yes, Councilwoman Edith Stevenson-Yes, Councilman Don Bates-Yes, Councilman Keith Hardman-Yes. Approved 6-0.
- Councilman Keith Hardman made motion to approve appropriation for supplies in the amount not to exceed $500 to the Berlin Fire Departments’ Pancake Breakfast. Second made by Councilwoman Edith Stevenson. Approved 6-0.
In other business, Council discussed CMO training, Christmas decorations, and Farmers market project updates.
- Motion to adjourn made by Councilman Keith Hardman. Second made by Councilman Donald Gunter. Approved 6-0.
- The Town Council of the Town of Berlin adjourned at 7:38 PM.
