MINUTES OF THE BERLIN TOWN COUNCIL
REGULAR MEETING
MONDAY, JUNE 15, 2026 – 7:00 P.M.
Berlin Town Hall
The Town Council of the Town of Berlin met in Regular Session on this date and time following publication and posting pursuant to Alabama law.
Meeting called to order by Mayor Patrick Bates on Monday, June 15, 2026, at 7:01p.m. at the Berlin Town Hall.
Invocation – Councilman Donald Gunter.
Pledge of Allegiance – Mayor Patrick Bates.

Council Member Place # 1 – Donald Gunter – Present
Council Member Place # 2 – Steve Clark – Present
Council Member Place # 3 – Edith Stevenson – Absent
Council Member Place # 4 – Eudon Bates – Present
Council Member Place # 5 – Keith Hardman – Present
Public Comments – John Cordar addressed the Council regarding concerns about road conditions and ongoing road work on County Roads 1612 and 1614.
- Councilman Keith Hardman made a motion to approve the minutes of the May 18, 2026, Regular Meeting of the Town Council. The motion was seconded by Councilman Donald Gunter. Approved 5-0.
- Mayor Patrick Bates presented ORDINANCE NO. 2026-002 – AN ORDINANCE TO AMEND ORDINANCE 2022-005 PERTAINING TO BUSINESS LICENSES FOR AMUSEMENT AND GAMING DEVICES. Councilman Keith Hardman made a motion to suspend the rules and immediately adopt Ordinance No. 2026-002. The motion was seconded by Councilman Donald Gunter. Roll-Call Vote: Mayor Patrick Bates-Yes, Councilman Donald Gunter-Yes, Councilman Steve Clark-Yes, Councilman Don Bates-Yes, Councilman Keith Hardman-Yes. Approved 5-0.
- Councilman Keith Hardman then made a motion to approve ORDINANCE NO. 2026-002 – AN ORDINANCE TO AMEND ORDINANCE 2022-005 PERTAINING TO BUSINESS LICENSES FOR AMUSEMENT AND GAMING DEVICES. The motion was seconded by Councilman Donald Gunter. Roll-Call Vote: Mayor Patrick Bates-Yes, Councilman Donald Gunter-Yes, Councilman Steve Clark-Yes, Councilman Don Bates-Yes, Councilman Keith Hardman-Yes. Approved 5-0.
The Council discussed the following matters:
- Road conditions on County Roads 1619 and 1620.
- Progress of ongoing paving projects.
- Street renaming.
- Christmas decorations.
- Park and recreation matters.
- Councilman Keith Hardman made a motion to enter Executive Session for the purpose of discussing possible legal litigation and to adjourn immediately following Executive Session. The motion was seconded by Councilman Donald Gunter. Roll-Call Vote: Mayor Patrick Bates-Yes, Councilman Donald Gunter-Yes, Councilman Steve Clark-Yes, Councilman Don Bates-Yes, Councilman Keith Hardman-Yes. Approved 5-0.
- Council entered Executive Session at 8:00PM.
- The Council reconvened from Executive Session at 8:31 p.m.
- Councilman Keith Hardman made a motion to adjourn. The motion was seconded by Mayor Patrick Bates. Approved 5-0.
- The Town Council of the Town of Berlin adjourned at 8:32PM.
The next Regular Meeting of the Berlin Town Council will be held July 20, 2026, at the Berlin Town Hall at 7:00 PM.
