Minutes of September meeting

  • Meeting called to order by Mayor Patrick Bates at 7:00PM on Mon. Sept 17th.
  • Roll call by clerk Connie Duke, all council members present.
  • Jeff Pruitt for NARCOG addressed the council with information of services available.
  • Approval of minutes from August meeting. Motion to approve by Donald Gunter, second by Bud Reed. Passed 6-0.
  • Mayor reported receipt of sales tax payment of $14,630.27.
  • Mayor gave update that previously approved purchase of message center no longer available. Previous approval rescinded.
  • Mayor asked for permission to purchase bulletin board to be in compliance with state law in the amount of $410.00. Motion to approve by Jimbo Quick, second by Donald Gunter. Passed 6-0.
  • Mayor presented information on Workers Compensation insurance. Quote from Municipal Workers Compensation Fund Inc for $250.00 per year.
  • Mayor asked permission to pay prorated amount of $98.00 to Municipal Workers Compensation Fund. Motion by Jimbo Quick, second by Donald Gunter. Passed 6-0.
  • Mayor asked permission to pay invoices of $500.00 to Berlin Community Center for October rent, $298.23 to Verizon, and Payroll of $370.48. Motion by Donald Gunter, second by Matthew Blair. Passed 6-0.
  • Mayor discussed need to start 2019-2020 fiscal year budget. October 1 starts new fiscal year.
  • Mayor gave example of budget updated with known totals.
  • Mayor discussed Resolution #2018-003 for assuming Responsibility of Public Streets on May 1, 2020. Motion by Bud Reed, second by Jimbo Quick. Passed 6-0. Signed copy to be delivered to Cullman County Commission.
  • Mayor asked if any projects to consider besides purchasing property and building Town Hall.
  • Councilman Quick suggested looking at purchasing surplus equipment from the county or Contracting jobs.
  • Discussed the possibility of street lights along US Hwy 278 in front of business and intersection.
  • Discussed the traffic light at US Hwy 278 and County Road 747 maintenance will come under The Town of Berlin.
  • Discussed a safety feature for traffic light if power is out to flash red.
  • Discussed Liability insurance for The Town of Berlin. Tabled for more information and quotes.
  • Discussed availability property for The Town of Berlin to purchase for town hall.
  • Mayor presented request from Cullman County Emergency Management for one- time annual appropriation of $274.30. Motion by Jimbo Quick, second by Donald Gunter. Passed 6-0.
  • Clerk presented information for Notary Bond of $60.00 for 4 years. Motion by Jimbo Quick, second by Donald Gunter. Passed 6-0.
  • Mayor presented update on Mr. Cordar request to vacate portion of road.
  • Jimbo Quick presented information that road signs can be purchased from Cullman Co. Rd. Dept at cost with a charge for installation.
  • Motion to adjourn by Donald Gunter, second by Jimbo Quick. Passed 6-0
