MINUTES OF THE BERLIN TOWN COUNCIL
REGULAR MEETING
MONDAY, OCTOBER 20, 2025 – 7:00 P.M.
Berlin Town Hall
The Town Council of the Town of Berlin met in Regular Session on this date and time following publication and posting pursuant to Alabama law.
Meeting called to order by Mayor Patrick Bates on Monday, October 20, 2025, at 7:00 P.M. at the Berlin Town Hall.
Invocation – Councilman Donald Gunter.
Pledge of Allegiance – Mayor Patrick Bates.

Council Member Place # 1 – Donald Gunter – Present
Council Member Place # 2 – Steve Clark – Present
Council Member Place # 3 – Tony Duke – Present

Council Member Place # 5 – Keith Hardman – Present
Public Comments – There were none.
- Councilman Donald Gunter made motion to approve the Minutes from the September 15, 2025, Regular Council Meeting. Second made by Councilman Keith Hardman. Approved 6-0.
- Council discussed FY2026 Road Fund Budget adjustments. Councilman Don Bates made motion to approve FY2026 Road Fund Budget adjustments in the amount of $100,000 for County Road 1614 paving and drainage work. Second made by Councilman Donald Gunter. Approved 6-0.
- Mayor Patrick Bates informed Council that County Road 1611 road work has been completed by TVA and is now reopened.
- Mayor Patrick Bates gave update on Farmers Market site development.
- Council discussed Organizational meeting on November 3, 2025, at 3pm located at the Berlin Town Hall.
- Mayor Patrick Bates informed Council that St. John & Associates has put FY2026 Rebuild Alabama – Mt. Carmel Drive Roadway Improvements out for bid and will hold a Prebid Conference on November 6, 2025, at 10am located at Berlin Town Hall and will hold the Bid Opening on November 13, 2025, at 2pm at the Berlin Town Hall.
- Mayor and Council expressed their sincere appreciation to Councilmember Tony Duke for his dedicated service to the Town of Berlin from 2021-2025.
- Motion to adjourn made by Councilman Keith Hardman. Second made by Councilman Donald Gunter. Approved 6-0.
- The Town Council of the Town of Berlin adjourned at 7:32 PM.
The next Regular Meeting of the Berlin Town Council will be held November 17, 2025, at the Berlin Town Hall at 7:00 PM.
